Although the scholarships are awarded to individuals, applications must be submitted by the employer to be considered. Applicants need to demonstrate that their training is essential to the organization they work for.

About the MENA Scholarship Program

The MENA Scholarship Program (MSP) aims to build bridges through knowledge by offering opportunities for capacity building within organizations in the Middle East and North Africa. The Netherlands Ministry of Foreign Affairs funds the program as part of the Shiraka program and is managed by Nuffic.

It enables young professional impact-makers to take part in short courses in the Netherlands and facilitates tailor-made training for regional organizations. It contributes to mutual understanding and knowledge sharing.

The MENA Scholarship Program focuses on building strong relations between the participating countries and the Netherlands by fostering strong alumni networks.

MENA Scholarship Program 2025 |ELIGIBILITY CRITERIA

To be eligible for the MENA Scholarship Program 2025:

  • You must have a current employer’s statement that complies with the format provided by Nuffic. All information must be provided, and all commitments included in the format must be endorsed in the statement.
  • You must be a professional who is a national of, and living and working in, one of the countries on the MSP country list valid at the time of application.
  • You must have an official and valid passport (valid at least 3 months after the submission date).
  • You must not receive more than one MSP scholarship for courses that take place at the same time.
  • You must not exceed 45 years of age at the time of the grant submission.
  • You must have a government statement that meets the requirements of the country in which your employer is established (if applicable).
  • You must not be employed by an organization that has its means of staff development. Organizations considered to have their means of staff development include:
  1. Bilateral donor organizations (e.g., USAID, DFID, Danida, Sida, Dutch Ministry of Foreign Affairs, FinAid, AusAid, ADC, SwissAid)
  2. Multinational corporations (e.g., Shell, Unilever, Microsoft)
  3. Large national and/or commercial organizations
  4. International NGOs (e.g., Oxfam, Plan, Care)
  5. Multilateral donor organizations (e.g., UN organizations, the World Bank, the IMF, Asian Development Bank, African Development Bank, IADB)

  • Is the MENA Scholarship in Urban Management and Development an accredited program?

The MSc degree is issued by Erasmus University Rotterdam and accredited by the Netherlands-Flemish Accreditation Organization (NVAO).

The program is also an officially recognized Master of Science degree accredited by the Dutch Ministry of Education. The Dutch Ministry of Education accredits the course as an academic master program based on assessment by Quality Assurance of Netherlands Universities (QANU).
