Hubert H. Humphrey Fellowship Program 2025 (Fully Funded)

The Humphrey Program brings young and mid-career professionals from selected nations a year of non-degree graduate education, leadership training, and professional cooperation with US peers.

During their year-long stay at a host American university, Humphrey Fellows are invited to take graduate-level courses relevant to their professional interests. However, as the Humphrey Fellowship is not a degree program, participants spend a considerable portion of their time engaged in professional development activities.

Hubert H. Humphrey Fellowship Program 2025 | DETAILS

In 26 countries, the Humphrey Fellowship Program is administered by a Binational Fulbright Commission. In all other participating countries, the Public Affairs Section of the U.S. Embassy is charged with the operation of the Program.

Hubert H. Humphrey Fellowship Eligibility Requirements

Prospective applicants must:

  1. Demonstrated English language ability
  2. Have an undergraduate (first university or Bachelor’s) degree
  3. Demonstrated leadership qualities and a record of public service in the community
  4. Be a citizen of the Kyrgyz Republic and reside in the Kyrgyz Republic at the time of application
  5. Show leadership ability and broadly defined commitment to public service
  6. Be committed to returning to your home country after completing the program
  7. Have five years of substantial professional experience

Those Ineligible for Consideration Include:

  1. Individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years before the date of application
  2. University teachers or academic researchers with no management or policy responsibilities (except in the fields of Substance Abuse Education, Prevention, and Treatment)
  3.  Employees and their immediate families (i.e. spouses and dependent children) of the U.S. Department of State, the U.S. Agency for International Development are ineligible to apply for a Fulbright grant until one year after termination of such employment
  4. Individuals with dual U.S. citizenship or U.S. permanent resident status may not apply to the program; they are ineligible for a J visa.
  5. Individuals with recent U.S. educational or work experience (more than six months during the five years before the date of application)

The Hubert H. Humphrey Fellowship Program Benefits

The Fellowship provides for:

  • Pre-academic English language training, if required;
  • Accident and sickness coverage;
  • Payment of tuition and fees at the assigned host university;
  • A maintenance (living) allowance, including a one-time settling-in allowance;
  • A one-time computer subsidy;
  • A Professional Development allowance for professional activities, such as field trips, professional visits, and conferences;
  • A book allowance;
  • Air travel (international travel to and from the U.S. for the Program and domestic travel to required program events);

Application Process and Selection Criteria

The H. Hubert Humphrey Program application should be completed online at the Embark website.

Note: The application should contain the following:

  • Two letters of reference (one of two must be from the applicant’s current employer
  • Complete answers to all questions and essays
  • Certified official records (transcripts and diplomas): please include all transcripts (enclosures demonstrating taken subjects/courses and grades) and diplomas to support listing in the Education section of the application.

  Note:

Applicants are advised to invite two referees through their online application portal and request them to submit their recommendations online as per the guidelines given in the applicant’s instructions. Referee(s) should complete a confidential report of reference by the application deadline.

In addition to the completed application forms, applicants must provide certified copies of university transcripts and diplomas and two letters of reference (one MUST be from their current employer if employed).
